Vietnam high-speed railway development

Overview

Vietnam is advancing multiple high-speed railway initiatives. The $67.34 billion North-South high-speed railway project, spanning 1,541 km from Hanoi to Ho Chi Minh City through 15 provinces, is targeted to begin construction by late 2027. To facilitate this, the government has directed the Ministry of Construction to expedite the selection of international consultants to prepare the feasibility study report. The Ministry is also tasked with hiring an independent unit to audit the feasibility study process and finalizing technical standards and economic-technical norms.

To support technological independence, the Ministry of Construction is reviewing six strategic technology tasks, including mastering the design and production of rails, fasteners, and sleepers, as well as developing 5G networks for railway operations and advanced computer interlocking systems. In line with broader national goals, the government has approved a 2026-2035 science and technology restructuring plan. This plan aims to reorganize programs into six synchronized groups to transition between basic research and commercialization, with a focus on mastering core strategic technologies.

Furthering railway infrastructure, the government is pushing for the preparation of a pre-feasibility study for a railway industry complex. The Ministry of Construction is tasked with managing this complex to attract social resources and master technological applications.

Related railway work is underway for the Lao Cai-Hanoi-Hai Phong line. While construction of station infrastructure at five locations began in late 2025, progress has faced challenges. In Nghe An province, the disbursement of funds for resettlement projects related to the high-speed line has reached only 17%. Separately, a $5.6 billion Hanoi-Quang Ninh high-speed railway project, invested by Vingroup, has entered the environmental impact assessment stage.
