Vietnam parliamentary diplomacy and strategic relations

Overview

The Vietnamese National Assembly has engaged in a series of high-level diplomatic missions to strengthen strategic partnerships with key international partners. In late September 2026, a delegation led by Vice Chairwoman Nguyen Thi Thanh visited Germany to enhance the Vietnam-Germany Strategic Partnership, focusing on economic cooperation through the EU-Vietnam Free Trade Agreement and digital and green transitions. Following this, National Assembly President Tran Thanh Man arrived in Beijing on October 11, 2026, for an official visit to China scheduled through October 15. Conducted at the invitation of Zhao Leji, Chairman of the Standing Committee of the National People's Congress, the mission aims to implement the foreign policy of the 14th Party Congress and deepen the relationship between Vietnam and China, building upon previous high-level visits by President To Lam in April 2026 and President Xi Jinping in April 2025. A central component of the visit is the co-chairing of the second meeting of the Cooperation Committee between the two legislatures. This mechanism, which transitioned from establishment to regular operation following a 2024 agreement, serves as the first specialized mechanism between the two bodies, intended to provide political momentum for constructing a ‘Vietnam-China community with a shared future.’ During the visit, President Tran Thanh Man met with high-ranking officials, including Wang Huning, Chairman of the Chinese People's Political Consultative Conference, and Premier Li Qiang, to discuss deepening political trust, legislative cooperation, and defense and security cooperation. The leaders also agreed to coordinate on multilateral issues and manage maritime differences to maintain regional stability. Discussions focused on accelerating international railway connectivity, expanding market access for Vietnamese agricultural products, and integrating supply chains in high-tech sectors such as the digital economy, green energy, and smart manufacturing.
