Vietnam regional and international diplomacy

Overview

Vietnamese Prime Minister Le Minh Hung has undertaken a series of high-level diplomatic missions to strengthen regional and international ties. In mid-September 2026, the Prime Minister attended the 18th BRICS Summit in India, emphasizing Vietnam’s commitment to peace and sustainable development.

From October 8 to 10, 2026, Prime Minister Hung conducted his first bilateral tour since assuming office, visiting Laos and Cambodia to promote trade, investment, and regional stability. In Laos, the Prime Minister met with President Thongloun Sisoulith and Prime Minister Saleumxay Kommasith. Lao officials described the visit as a “historic turning point” intended to deepen “strategic cohesion” between the two economies. This mission resulted in the signing of 11 cooperation documents and 17 agreements focusing on strategic infrastructure, such as the Hanoi-Vientiane expressway and the Vientiane-Vung Ang railway, as well as the establishment of the Lao-Vietnamese Friendship University.

During the Cambodian leg of the tour, Prime Minister Hung held talks with Prime Minister Hun Manet, Senate President Hun Sen, and National Assembly President Khuon Sudary. The leaders set a shared goal to increase bilateral trade turnover to US$20 billion and committed to coordinating the ‘Vietnam – Cambodia Friendship Year’ in 2027. Economic discussions highlighted Vietnam’s 223 investment projects in Cambodia, totaling roughly US$3.4 billion. Notable developments included THACO AGRI receiving adjusted investment certificates for projects in Kratie and Ratanakiri totaling US$648 million, and the success of Vinamilk’s Angkormilk project in Phnom Penh, which has reached a total investment of US$51.7 million and recorded cumulative revenue of US$573 million between 2015 and 2025. The visit also included meetings with the Cambodian monarchy and the Vietnamese community of over 100,000 people.
