Vietnam regional economic development and investment
Overview
Vietnam is pursuing regional economic growth through strategic planning and foreign investment. Hanoi is targeting double-digit growth by focusing on production, consumption, and exports, while implementing an urban planning vision featuring nine dynamic axes to serve as economic corridors for logistics, high-tech industry, finance, and tourism.
In Tay Ninh province, authorities are aiming for an economic growth rate of 10% to 10.5% for 2026. The province has become a top-eight destination for foreign direct investment, with China serving as the leading investor. Chinese capital accounts for approximately 42.56% of the province’s total foreign direct investment, with projects concentrated in sectors including electricity, garment manufacturing, food processing, real estate, and logistics. Recent developments highlight the strengthening of economic and cultural ties between Tay Ninh and Chinese partners.
To further boost development, the Tay Ninh Provincial People's Committee held an investment promotion conference on August 28, attended by Vice Prime Minister Le Tien Chau. Expanding its technological infrastructure, a consortium including SAIGONTEL, World Harmony Co., Ltd., and SAIF Eagle II Investment Co., Ltd. has proposed a $3.5 billion AI data centre complex in Tay Ninh.
This project, planned for a 20-hectare site within the Nam Tan Tap Industrial Park with a total IT load capacity of 200 MW, is expected to begin construction in the fourth quarter of 2026. The first phase involves a $3.5 billion investment to achieve 100 MW of capacity, with commercial operations targeted for 2027. Project representative Dang Thanh Tam described the facilities as ‘AI Factories’ intended to create a ‘local export’ model, shifting the economic focus from traditional manufacturing toward high-quality digital services and continuous international cash flow.
