West African agricultural and energy development

Overview

Agricultural activities across West Africa have focused on production management and large-scale expansion. In Guinea, authorities in Siguiri launched an investigation into the overcharging of rice harvesting services, following reports that individuals were demanding up to 800,000 Guinean francs per hectare despite an official rate of 600,000.

In Burkina Faso, efforts to boost local production include the revitalization of the 548-hectare Yendéré fruit farm in Comoé province. To enhance food sovereignty, the government has launched a major irrigation project at the Niaogho pilot site to develop 50,000 hectares of land, with a budget of 254.79 billion FCFA. This operation includes plans to terrace 60,000 hectares between November 2026 and April 2027 to mitigate climate variability. To support local industry, the government established the Société viticole du Burkina Faso (SOVIB).

Parallel to agricultural goals, the Council of Ministers adopted the ‘Faso Wa-Fulu’ Presidential Initiative for Energy for All. This 10-year, 2,800 billion FCFA program aims to achieve universal electricity access by 2030 by electrifying 6,700 new localities and serving approximately 17.9 million people. The initiative involves a two-phase implementation focusing on logistical expansion and energy sovereignty, including the construction of 59,000 kilometers of high and low-voltage lines, the rehabilitation of 29,000 kilometers of existing infrastructure, and the deployment of 44 electrification brigades.

In Senegal, the KOPIA project is working to accelerate rice production in the Casamance region. Additionally, the Rural Electrification Agency (ASER) has identified a need for 400 billion FCFA to connect 6,400 localities, aiming for universal electricity access by 2029. President Bassirou Diomaye Faye also announced 11 billion FCFA in the 2026 supplementary budget to strengthen the National Fire Brigade (BNSP), intending to establish fire and rescue companies in every department.
