Overview

By mid-September 2026, fuel prices in Ghana showed mixed movements due to international market volatility. While state-owned GOIL maintained its petrol and diesel rates to provide consumer relief, other providers implemented increases. These warnings materialized as international crude oil prices rose from US$89.30 to US$103.07 per barrel. The Chamber of Petroleum Consumers (COPEC) projected significant price hikes in Ghana starting September 16, 2026, forecasting petrol to increase by 4.24 percent to approximately GH¢16.26 per litre and diesel to rise by 10.23 percent to GH¢19.07 per litre. COPEC has urged the Ghanaian government to establish a strategic petroleum reserve rather than relying on unsustainable subsidies. In contrast, Kenya’s EPRA announced that pump prices for petrol, diesel, and kerosene would remain unchanged for the period of September 15 to October 14, 2026.

Energy expert Samson Addea further noted that Ghana’s energy vulnerability is exacerbated by geopolitical tensions in the Russia-Ukraine conflict and disruptions near the Strait of Hormuz. Because domestic refining can only satisfy approximately 50 to 70 per cent of national demand, the country remains highly susceptible to global shocks. Additionally, surging international natural gas prices are testing Ghana’s gas-to-power strategy, highlighting a need for increased investment in domestic gas infrastructure to ensure energy security.

As of mid-September, the Chamber of Oil Marketing Companies (COMAC) warned that delayed government subsidy announcements are causing financial strain for oil marketers, potentially leading to losses of millions of cedis. Star Oil has since increased petrol prices further to GH¢16.77 per litre, citing both international costs and the depreciation of the Ghana cedi.
