Yangpyeong County infrastructure and economic development
Overview
Yangpyeong County has expanded its development agenda beyond essential utilities and local safety to include major transportation overhauls and strategic economic initiatives.
To improve regional connectivity, the county is accelerating the Seoul-Yangpyeong Expressway project. Following a feasibility re-investigation by the Ministry of Land, Infrastructure and Transport scheduled for the second half of 2026, the county aims to begin land compensation and construction in 2029, targeting a 2035 opening. Rail expansion efforts include proposing an extension of the Gyeongui-Jungang Line from Jipyeong through Yangdong to Wonju, requesting KTX stops at Yongmun Station, and seeking express trains during commuting hours. Road improvements continue with the four-lane expansion of Local Road 88 and National Route 37, alongside the construction of the Gangha and Bukhangang bridges. Local mobility is also being addressed through bus route reorganization and expanded parking in Seojong-myeon.
Simultaneously, the county has introduced an economic strategy to foster growth in its eastern region. A key proposal involves the relocation and closure of the Yongmunsan Shooting Range, which has caused noise and safety concerns for 40 years. The county intends to transform the 1.43 million-pyeong site into an eco-friendly leisure and racing complex by attracting a new horse racing park, aligning with government plans to relocate the Gwacheon Racecourse. This is supported by the establishment of a ‘Citizen-led Promotion Group for Attracting the Horse Racing Park to Yangpyeong’. Further economic drivers include the development of the Yangdong General Industrial Complex, slated for completion by 2030, and the decentralization of administrative functions to the Yongmun area.
