Polish education reforms face new patriotism grading

In early July 2026 the County Council of Nowy Sącz condemned a draft regulation that would drop Child Holiday Houses from the public education system, warning of wasted investment and constitutional breaches. The council also flagged a parallel amendment to early‑child‑care law that would tighten licensing and facility standards. Later that month the Catholic Commission of Education joined the opposition, denouncing a new compulsory health‑education subject for schools. While the Ministry of Education framed the sexual‑health component as optional, the commission argued the curriculum sidelines marriage, family values and prenatal life considerations. On 23 July the commission reiterated its criticism, describing the programme as “very concerning” because it removes sexual education from a family‑centered context, ignores the Polish Episcopal Conference and fails to address prenatal life. The ministry maintained the reforms comply with existing family‑planning laws and that the optional nature of sexual‑health lessons mitigates concerns. On 26 July the government announced a package of school‑assessment and behaviour reforms to take effect on 1 September 2026 under the “Reforma'26 – Kompas Jutra” programme. The changes standardise exam organisation, set minimum exam durations (30 min for grades 1‑3, 45 min for grades 4‑8, 60 min for secondary schools), limit pupils to three exams per day, require results the next day and bar most telecommunication devices except health‑monitoring tools. Off‑site exams may be approved for health or disability reasons. Behaviour‑assessment criteria were revised to stress civic competencies and replace a contentious “patriotic stance” reference with respect for national heritage and other cultures. On 28 July the Ministry of Education clarified that existing regulations already permit crosses in public school classrooms and that it cannot issue binding orders to principals on their placement, leaving any disputes to be settled case‑by‑case.
