African digital transformation and public service updates

Overview

Several African nations are implementing large-scale digital transformation strategies to modernize public administration and infrastructure.

Algeria has integrated its public works and infrastructure sectors into the ‘Dzair Digital Service’ platform. Following its official launch on July 5, 2026, the platform reached one million registered users within two and a half months, with the High Commission for Digitalization reporting over five million visitors. Expanding on these efforts, Interior Minister Saïd Sayoud recently announced a focus on biometric documents and digital identity. This initiative, aligned with President Abdelmadjid Tebboune’s strategic goals, involves a partnership with the National Higher School of Artificial Intelligence to develop secure biometric identification systems aimed at increasing transparency and data protection.

Côte d’Ivoire is pursuing a ‘zero paper’ administration by targeting 59 high-impact services for digitization, including digital diploma authentication and computerized patient records.

Senegal is implementing its ‘New Deal Technologique’ strategy, focusing on sovereign cloud infrastructure and artificial intelligence through 50 priority projects estimated at $2 billion through 2034. Additionally, Senegalese municipalities have established twinning agreements with cities in Alabama, United States, to foster cooperation in education, agriculture, and digital transformation.

In Chad, efforts are underway to accelerate the digital transformation of the national healthcare system. Supported by Swiss Cooperation, recent discussions in N'Djamena focused on implementing telemedicine, electronic health records, and clinical decision-support tools to improve healthcare access and efficiency.

Burkina Faso has announced an investment of 10 billion CFA francs to establish ‘Zama Tchè’ (Maisons du citoyen). The government aims to equip all 351 communes with these centers by 2030, serving as modern hubs for postal, banking, and digital administrative services to assist rural populations and those with limited digital literacy.
