Mexico advances AI regulation; San Luis Potosí repeal

Overview

Academics and civil‑society groups in San Luis Potosí backed a human‑rights‑focused AI bill, citing risks of digital violence, fraud and identity theft. The Catholic Church echoed calls for educational partnership and supported limiting personal mobile phones during school recess. On 19 July 2026 Governor Gallardo Cardona submitted a legislative initiative to repeal the three AI‑related offenses introduced by the 2025 Ley Serrano—unauthorized AI‑generated image or voice use, institutional manipulation and deliberate disinformation. The proposal seeks to delete the entire chapter from the state penal code and replace it with a new regulatory framework developed through broad public consultation. State Congress has begun processing the repeal, and critics note that the original law had been used to charge journalists, restricting freedom of expression.
