Animal cruelty incidents and welfare legislative updates
Overview
Reports of animal cruelty and mistreatment have emerged across several South American regions, leading to public protests, legal investigations, and new legislative proposals.
In late September, incidents in Tafí Viejo, Argentina, and Maracaibo, Venezuela, triggered public outrage. In Argentina, protesters marched following an attack on newborn kittens involving an air rifle, demanding the enforcement of Animal Protection Law 14.346. In Venezuela, activists called for municipal ordinance enforcement after newborn kittens were abandoned on a highway and subsequently killed.
By early October, legal and rescue operations continued in Argentina and Bolivia. In Gualjaina, Argentina, prosecutors formalized an investigation into the neglect of a horse named ‘René’, which suffered from severe malnutrition. In Cochabamba, Bolivia, police and zoonosis personnel rescued monkeys, parrots, and dogs from a residence, resulting in the arrest of an individual for illegal wildlife possession and animal cruelty.
In mid-October, new incidents were reported in Argentina and Colombia. In Oberá, Argentina, a 34-year-old man was detained following reports and videos of animal cruelty involving a puppy named Simba; the animal has been placed under temporary care. In La Ciénaga, Magdalena, Colombia, animal rights defender Melisa Rodríguez called for urgent intervention after a video allegedly showed the sexual abuse and mistreatment of a cat.
In late October, legislative responses emerged in Argentina. The City Council in Goya approved an ordinance to create a Registry of Animal Abusers to track individuals sanctioned for cruelty. Meanwhile, in Buenos Aires, the city government is promoting a bill to establish a Unique Digital Identification System and Digital Health Records for dogs and cats.
