Arechi and Volpe stadium funding and construction status

Overview

The restyling of the Arechi Stadium and the Volpe field area in Salerno is facing significant administrative and financial delays. While a service conference has approved the executive project for a temporary stadium, the release of approximately 139 to 140 million euros from the Campania Region remains stalled. The funding source has become a point of contention. Originally intended to come from ERDF (FESR) funds, the project was shifted to Cohesion and Development Funds (FSC) following European Union objections regarding the use of ERDF funds for stadium projects rather than seismic remediation.

Regional Councilor Roberto Celano has formally requested clarification from the Campania Region regarding the availability of these funds and whether other projects were restructured to secure them. Current bureaucratic hurdles include the need to verify compatibility with State aid regulations and the official certification of the economic-financial plan. Mila Ingegneria has been assigned to manage these requirements at a cost of 125,000 euros.

Following interventions by former President Vincenzo De Luca and approval by the Interministerial Committee for Economic Programming and Sustainable Development (CIPESS), which modified the cohesion agreement between the Italian National Government and the Campania Region, progress has been achieved. Construction has now commenced on the Volpe Stadium following the CIPESS approval of the €139 million funding for the renovation of both the Volpe and Arechi stadiums. Despite this progress, some community associations have criticized the perceived neglect of broader local sports facilities.
