Overview
The Argentine government has initiated several large-scale infrastructure privatization programs targeting the transport sector.
In August 2026, the government launched a 50-year public tender for the Belgrano, San Martín, and Urquiza freight railway lines. This tender covers 7,594 kilometers of track across 16 provinces and utilizes an open-access model where the concessionaire manages infrastructure while allowing third-party operators to use the network via tolls. To incentivize development, the government is offering benefits under the Large Investment Incentive Regime (RIGI) for investments exceeding USD 200 million in track renewal. Notably, the tender includes a clause prohibiting companies controlled by foreign governments from participating.
Concurrently, the government announced the third stage of the Federal Concessions Network, awarding nearly 3,900 kilometers of national routes to private companies. This initiative seeks to replace state administration with private investment for the maintenance, expansion, and conservation of roads. The concessions target strategic corridors in the Chaco and Northwest regions, including National Routes 9, 11, 12, 16, 34, 66, and 156, which handle approximately 80% of the country's traffic.
Economy Minister Luis Caputo stated these eight corridors will be managed with “100% private investment,” shifting responsibilities for construction and operation to private entities via a toll-based model. This move completes the transfer of over 9,000 kilometers of major routes. The new 20-year contracts cover 11 provinces and rely on a toll-based system with no direct state subsidies. While the government aims to increase efficiency, the plan has faced local opposition. Misiones Governor Hugo Passalacqua expressed concern that new tolls on Route 12 would be a “burden on workers and producers.” In Mendoza, the concession for Route 7 was awarded to a local consortium consisting of Laugero Construcciones, Green, and Corporación del Sur.
