Legal proceedings against Miguel Ángel Solano Ruiz
Overview
Miguel Ángel Solano Ruiz, a retired Navy Lieutenant Commander known as ‘Capitán Sol’, remains in pretrial detention at the Altiplano maximum-security prison following charges of organized crime and hydrocarbon-related offenses. Authorities allege Solano Ruiz operated a ‘huachicol fiscal’ (tax fuel smuggling) network, acting as a logistical link to coordinate vessels and falsify customs documentation across ports including Tampico, Altamira, Ensenada, and Guaymas. The operation, allegedly led by brothers Fernando and Manuel Farías Laguna, involved mislabeling fuel as additives to bypass regulations. Investigations suggest Solano Ruiz used his influence within the National Customs Agency and the Navy to facilitate the illegal entry of fuel, with reports of bribes reaching approximately 1.75 million pesos per vessel. Financial intelligence from the Unidad de Inteligencia Financiera (UIF) has identified more than 23 million pesos in unexplained deposits in Solano Ruiz’s bank accounts. While the retired officer reported only pension income, investigators discovered massive transactions, including over 3.5 million pesos in one account and approximately 5.6 million pesos in another. Authorities also noted more than 5 million pesos in cash deposits and transfers from labor unions, such as the Sindicato de Trabajadores Proactivos de la República Mexicana, between 2020 and 2022. Additionally, deposits from companies including Herzap Transportes, S.A. de C.V. and Operadora Saenmar, S.A. de C.V. were identified during 2018 and 2019. Recent findings by the Fiscalía General de la República (FGR) indicate that between 2012 and 2025, Solano Ruiz spent over 60 million pesos on luxury items, real estate, and casinos. Documented expenditures include a 428,500-peso purchase at Tiffany & Co. and approximately 52 million pesos in casino gambling, nearly all of which was conducted in cash. His assets reportedly include 12 properties across Veracruz, Mexico City, and Sinaloa, as well as a penthouse in Tulum.
