Baja California economic and technological development

Overview

The government of Baja California has introduced initiatives to bolster regional economic competitiveness and technological infrastructure.

In July 2026, the state announced the “Certifica tu Competitividad 2026” program, which provides financial subsidies of up to 35,000 pesos to help companies in sectors such as aerospace, automotive, and medical devices obtain quality and industrial certifications. This program aims to integrate local firms more effectively into global value chains.

By August 2026, regional economic efforts expanded to include a 6 million peso investment in Tijuana by UNIAT and 3DMX to establish a Cybersecurity and AI Hub, intended to create a digital talent ecosystem for the North American market. In Ensenada, reports indicated that 367 regularized businesses contributed a 75.8 million peso investment between 2025 and early 2026.

Legislative efforts have also emerged to address economic stability following reports that the state lost over 9,600 formal businesses and 13,000 formal jobs during 2025. Deputy Evelyn Sánchez Sánchez proposed a reform to the Law for the Promotion of Competitiveness and Economic Development to provide micro, small, and medium-sized enterprises (MSMEs) with technical assistance and monitoring to ensure business permanence.

In the tourism sector, the Tijuana Tourism and Conventions Committee (Cotuco) announced a Binational Hotel Investment Forum for late August in Playas de Rosarito. The forum seeks to attract international investment to the Tijuana-Rosarito-Ensenada corridor and the Cali-Baja region, featuring major hospitality brands such as Marriott, Hilton, and Wyndham.
