Bangsamoro parliamentary elections 2026 – security & prep

Overview

As the campaign period for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) parliamentary elections progressed in late July and early August, candidates signed peace covenants pledging non-violence. A region-wide gun ban remains in effect through 29 September. Security forces continue to monitor approximately 20 municipalities flagged as “red areas” with histories of election-related violence, while the Army’s Sixth Infantry Division has warned of two terrorist groups operating in Maguindanao del Sur.

In Maguindanao del Norte, the Commission on Elections (COMELEC) issued a directive on 1 August ordering the removal of illegal campaign materials, such as posters and streamers placed on trees, electric posts, and government structures. A synchronized province-wide operation, “Oplan Baklas,” was scheduled for 3 August to target these prohibited materials.

In Lanao del Sur, candidates recently gathered in Marawi City to sign a peace covenant, swearing before the Holy Quran to commit to principled participation and the peaceful acceptance of results. To bolster security in this province, which COMELEC identified as having a high number of areas of concern, the Philippine Army has deployed the 28th Infantry Battalion under the 101st Infantry Brigade. Additional troops from the Army’s 1st Infantry Division are also expected to arrive to prevent voter intimidation.

The historic 14 September election will be the first parliamentary poll in BARMM since its 2019 creation. Approximately 2.4 million voters will elect 80 Members of Parliament through a system comprising 40 regional party representatives, 32 district representatives, and eight sectoral representatives. Logistical preparations remain intensive, with over 8,300 Philippine National Police officers scheduled for deployment on election day, supported by the Armed Forces and Coast Guard.
