Brazil energy transition initiatives

Overview

In late July 2026, Brazil intensified its focus on the energy transition through policy planning and industry engagement. On 23 July, the Executive Committee of the National Energy Transition Forum (Fonte) met to refine governance and approve a 2026 work plan, reviewing public consultation results for the 30-year National Energy Transition Plan (Plante).

Following these developments, the second edition of the FenaBio conference was held on 12–13 August. Under the theme ‘Bioenergy 2050: the transition to a decarbonised energy future,’ the event gathered leaders to discuss biogas, sustainable aviation fuel (SAF), ethanol, and bio-electricity. At the 13th Biogas Forum in São Paulo, experts noted Brazil has over 1,800 biogas plants in operation, with growth driven by new biomethane projects and the ‘Future Fuel Law’. ABiogás reported that national production increased by 75% in 2025.

Regulatory frameworks for biomethane have advanced significantly. The National Agency of Petroleum, Natural Gas and Biofuels (ANP) issued Resolution No. 1.006/2026, establishing standards for quality, transport, and commercialization across vehicular, residential, commercial, and industrial sectors. A key update in this regulation allows biomethane to be mixed with natural gas for injection into existing distribution networks, provided quality standards are met. The ANP also increased quality control requirements, mandating periodic physicochemical analyses and compliance certificates to monitor methane content, sulfur, and moisture. For biomethane from landfills and sewage plants, new safety rules regarding heavy metals and microorganisms were implemented.

Capital continues to flow into the sector. Ultragaz expects to nearly double its biomethane customer base by year-end, while Grupo Maringá invested R$ 120 million in the Maringá Energia II project. Additionally, Petrobras announced intentions to invest over R$ 100 million in the Candeias Biodiesel Plant in Bahia.
