Brazil municipal youth inclusion and civic programs
Overview
Municipal and state authorities in Brazil continue to expand youth inclusion, civic engagement, and wellbeing programs. In July 2026, the Sports Department of Arapongas partnered with the mental-health centre CAPS-i to integrate children with developmental disorders into para-sport, while a physiotherapy team in Pindamonhangaba received training on emotional intelligence. Araras issued a decree for the “Agenda Jovem” programme for residents aged 15-29, and Olinda launched the CADEJA platform to support adult-education enrollment.
In August, Mato Grosso’s state judiciary and education secretariat certified 74 facilitators—including psychologists and social assistants—to run restorative-justice programs in 67 public schools, reaching over 93,000 students. Justice Clarice Claudino da Silva noted the initiative aims to transform school conflict resolution. Simultaneously, in Fortaleza, high-school students in the Parla Jovem project drafted legislative proposals regarding school accessibility, sensory-regulation resources, and food-waste reduction.
Civic engagement efforts also expanded in Rio Grande do Sul, where child councilors from Campo Bom visited the Palácio Piratini and the State Legislative Assembly in Porto Alegre to learn about the separation of powers through simulated voting. In Minas Gerais, over 200 students from 11 municipalities convened at the Federal University of Viçosa for the Regional Plenary of the Parlamento Jovem Minas 2026. Participants voted on municipal proposals to advance to the State Plenary in Belo Horizonte and selected ‘Protection of diversity and prevention of discriminatory violence’ as the theme for 2027.
