Brazil police killings, record feminicides

Overview

Brazil’s total intentional violent deaths continued to fall, reaching 40,775 in 2025 – the lowest figure since 2012 – and the homicide rate dropped to 15.4 per 100,000, still above the 2027 target. However, the decline masks divergent trends. Feminicides rose to 1,571 in 2025, a 4 % increase and the highest number recorded since the crime was classified in 2015. Police‑related fatalities also increased, climbing 5.4 % to 6,602 deaths, or one out of every six violent deaths.

Bahia remained the nation’s deadliest state, reporting 5,473 murders (13.4 % of all violent deaths) and maintaining the second‑highest homicide rate after Amapá. In Rio de Janeiro’s Baixada Fluminense region, a study of 2020‑2025 police operations documented 282 deaths, 652 injuries and 5,783 arrests across 5,298 interventions, with five municipalities accounting for three‑quarters of the fatalities.

The earlier picture of a 42,590 homicide count in 2024 – the lowest in eleven years – and a rise in police‑related deaths in 2025, especially among Black youths, remains relevant. Persistent regional gaps, the over‑representation of Black men and women among victims, and the expansion of gender‑based violence measures – such as Rio’s pink electronic ankle bracelets and the federal PL 1811/26 proposal – illustrate the complex, uneven progress in public‑security policy.

Overall violence is decreasing, yet the simultaneous surge in gender‑based killings and police fatalities poses ongoing challenges for Brazil’s safety strategies.
