Brazil telecommunications infrastructure expansion

Overview

The Brazilian Ministry of Communications is implementing various initiatives to expand telecommunications and broadcasting infrastructure. Initial efforts focused on a R$ 131 million investment from the Telecommunications Services Universalization Fund (Fust) to expand fiber optic connectivity. Managed by BNDES, this project involves installing 1,700 kilometers of high-capacity cable across 45 municipalities in São Paulo, Minas Gerais, and Paraná, aiming to provide 19,000 new connections. Digital television access has seen significant growth. In Mato Grosso do Sul, seven municipalities received authorization for the retransmission of digital signals. Simultaneously, the Brasil Antenado program provided free satellite antenna installations to eligible families in Roraima to ensure access to over 100 channels. Expanding on these efforts, the Ministry signed a R$ 17.2 million contract to implement transmission stations in 35 additional locations under the ‘Brasil Digital’ program, bringing the total number of guaranteed stations to 339. Recent expansions have extended public digital television retransmission via the Empresa Brasil de Comunicação (EBC) to nine municipalities across several states, including Ceará and Pernambuco. Furthermore, TV Senado and TV Câmara have begun implementing TV 3.0 standards, introducing interactive features like real-time polls.

Infrastructure expansion also includes a R$ 73 million investment to expand 4G and 5G access to 131 locations in favelas and peripheral neighborhoods. Additionally, the Ministry aims to finalize the regulation of Redata, a tax regime to stimulate data center investments, by the end of the year.
