Caribbean‑Haiti security and election assistance

Overview

In late June 2026 Canada announced a US$35 million package for Caribbean security, including US$7.5 million for the Haitian National Police, funding for a regional drug‑trafficking task force and disaster‑recovery aid for Jamaica and Colombia.

At the 51st CARICOM summit in Saint Lucia, Haitian Prime Minister Alix Didier Fils‑Aimé confirmed that a high‑level CARICOM delegation will travel to Haiti at the end of July to assess progress on security, institutional stability and the pending elections. The mission will review the UN‑mandated Multinational Security Support Force, which includes Chad troops, and seek renewal of its mandate. Regional partners such as Jamaica, the Bahamas and Saint Lucia pledged support, Guyana committed 500 tonnes of rice, and Romania and South Korea expressed interest in security, training, trade and health cooperation. Haiti also offered qualified nurses to assist CARICOM members.

On 14 July the prime minister attended a Bastille Day reception at the French embassy, announcing a mixed Franco‑Haitian commission to study Haiti’s double‑independence debt and calling for deeper bilateral cooperation.

In late July the prime minister visited the National Port Authority to push modernisation of port infrastructure. On 5 August he chaired a high‑level security meeting in Port‑au‑Prince after meeting U.S. chargé d’affaires David Howell, coordinating anti‑gang operations and reaffirming respect for Haiti’s sovereignty while seeking continued international assistance to create conditions for credible elections.
