Colombia earthquake tax relief and disaster response

Overview

Following the August 10 earthquake, the Colombian Ministry of Finance issued Decree 1226 of 2026 to postpone income tax deadlines for individuals and illiquid successions in affected regions, including Cali, Palmira, Tuluá, Buenaventura, Pereira, Armenia, Manizales, Quibdó, and Popayán. Rescheduling for specific tax identification numbers is set to begin October 27, 2026. These measures exclude ‘large taxpayers’ as defined by the DIAN. Additionally, withholding tax agents in these areas may present July and August declarations together.

On August 26, the DIAN extended the suspension of administrative deadlines for its offices in Buenaventura, Pereira, and Tuluá until September 11, 2026, due to structural, technological, and operational damage. The Buenaventura office remains in the most critical condition. While offices in Armenia, Manizales, Palmira, Popayán, Quibdó, and Cali have resumed normal operations, administrative terms in the three extended cities are scheduled to resume on September 14, 2026. This suspension does not exempt taxpayers from legal deadlines for tax payments or declarations.

In terms of disaster response, Minister of Housing Jaime Andrés Beltrán requested the postponement of a Senate political control debate originally scheduled for August 26. Beltrán cited the need for field visits to Pereira, Viterbo, Belalcázar, San José, and Manizales to coordinate reconstruction plans and philanthropic contributions. Meanwhile, the registration deadline for the Unique Registry of Victims (RUD) passed on August 26 in Pereira and Dosquebradas, despite local requests for extensions. In La Virginia, the census deadline was extended until September 2.
