Croatia affordable housing rollout expands

Overview

In July 2026 the Croatian government continued its large‑scale affordable‑housing push. The national programme, which already had 295 rental units ready and 500 more slated for later this year, kept adding new contracts – the 50 m² flat in Zagreb’s Trešnjevka and a family house in Dubrovnik’s Gruž remain the first tenant‑signed deals.

On 27 July Prime Minister Andrej Plenković handed over 209 newly built apartments in Sisak and Petrinja. Funded with more than €30 million, the rent‑free units will receive utility subsidies before being transferred to the affordable‑housing scheme for young families and deficit occupations. This handover brings the post‑earthquake reconstruction effort in Sisačko‑Moslavačka County to 57 multi‑storey buildings, part of a target of 1,024 homes across 59 structures, and the programme is now in its final quarter, aiming for completion by the end of next year.

Across the border, Slovenia’s Jesenice municipality is completing the Partizan residential quarter, which will add 46 public‑rental apartments to the local stock, with hand‑over slated for October. Both initiatives are presented as ways to ease rent pressure and support vulnerable households.
