Overview

In late July, the Da Nang City Council focused on worsening traffic congestion and the inefficiencies of the citizen‑complaint system. A few days later, municipal authorities expanded the reform agenda to environmental regulation and waste management. The city set a 21‑day deadline for mining‑permit environmental assessments, urged higher extraction capacity, and introduced stricter, rapid‑response measures against illegal waste dumping, including camera‑enforced penalties and new digital monitoring of collection points.

By late August, the city’s management focus shifted heavily toward fiscal accountability and infrastructure development. Authorities issued formal reprimands to leaders of nine communes and wards after public investment disbursement rates fell below 20%. While the city has disbursed over 8,200 billion VND—reaching more than 50% of its total plan—nearly 7,900 billion VND remains unspent. This performance falls significantly short of the 72% target expected by the end of August.

Chairman Nguyen Manh Hung has issued urgent directives to the 10 units with the largest capital allocations to resolve bottlenecks involving land compensation, site clearance, construction materials, and contractor capacity. A critical concern remains the recovery of unspent advances, with over 5,000 billion VND currently unrecovered across ten major units. Currently, 648 projects are underway but have yet to record any disbursement, spanning transportation, digital infrastructure, schools, and climate change adaptation. Moving forward, disbursement results will serve as a key criterion for evaluating official performance.
