Dominican pension merger and Colombia pension service tumult
Overview
On 30 June 2026 AFP Popular and AFP Romana completed a merger in the Dominican Republic, creating an entity that will serve about 1.6 million affiliates and manage over RD 428 billion in assets. Colpensiones denied data‑loss claims, reinforced in‑person service, and said it would appeal. Further updates on 10 July indicated that all 81 offices would operate from 9 a.m. to 4 p.m. on Saturday 11 July, Sunday 12 July and Monday 13 July, with senior managers present at the central office. Equipment for the platform was relocated from Bogotá to a site in Tocancipá, with an alternate location in Cali, and the system was expected to stabilise by 10 July. The transfer deadline remains 16 July per the Constitutional Court. By late July, about 9,000 Colpensiones affiliates transferred to private pension‑fund administrators, reversing a recent trend of moves into the public scheme. The shift follows the 2024 pension reform (Law 2381) that created a transition stage and opened a new transfer window for contributors meeting specific criteria.
