Overview
The Dominican Republic is implementing multi-faceted initiatives to modernize its agricultural sector through technology, mechanization, and economic diversification. To optimize water usage, the National Irrigation Technification Executive Directorate (TNR) has distributed significant non-reimbursable incentives via the National Irrigation System Technification Promotion Fund (Fotesir). A recent distribution of over RD$21 million benefited 48 producers across several regions, including Sabana Grande de Palenque, Nizao, Padre Las Casas, Guayabal, Bohechío, Las Yayas, Vicente Noble, Tamayo, and Vallejuelo. This distribution impacts approximately 2,096 tasks. This latest round brings the total number of producers receiving these bonuses to 156. According to Banco Agrícola statistics, these incentives, combined with the Bagri-Riego program, have helped reduce the average cost per task for irrigation systems from RD$35,000 to RD$15,978.41. TNR director Claudio Caamaño Vélez stated these resources allow beneficiaries to rehabilitate and modernize systems to improve water efficiency and productivity while mitigating climate change and drought impacts.
Parallel to irrigation efforts, the government launched the National Mechanization Program (PRONAMEC) with an investment exceeding RD$200 million. President Luis Abinader described the program as a matter of “special importance for national security” to reduce dependence on foreign labor. The initiative aims to mechanize up to 90% of processes for crops like rice and corn through technical training and demonstration plots.
New cooperative-led initiatives have also emerged to support small-scale producers. The ‘Apoyamos, buen vivir rural’ project, launched by the Association of Rural Savings and Credit Institutions (AIRAC), the German Federation of Cooperatives (DGRV), and Coopcentral, focuses on the southern region. The project aims to foster economic development through institutional strengthening, financial inclusion, and the development of regional brands for producers involved in fruit growing, beekeeping, livestock, and poultry.
