Dominican Republic high‑level corruption investigations

Overview

The anti‑corruption drive launched in June 2026 continues to generate major judicial outcomes. Prosecutors have linked the Senasa scheme, the “Coral” and “Coral 5G” networks and a security‑contract bribery network to the siphoning of billions of pesos from the National Health Insurance system. Operation Lobo, announced on 15 July, formally accused fourteen individuals and four companies, expanding an earlier indictment of former officials and firms. In the same week, Pedro Fernández Jerez was arrested on multiple high‑technology and drug‑related charges.

On 23 July the Specialized Prosecutor’s Office for Administrative Corruption (Pepca) confirmed it will appeal the RD$7.5 million indemnity ordered against the Public Ministry in the Intrant (Camaleón) case, arguing serious procedural vices and a mischaracterisation of the astreinte. The appeal must be filed within 20 days.

A procedural deadline for the Senasa case was initially set for 30 June 2026, requiring prosecutors to file a formal accusation against former director Santiago Hazim and nine co‑defendants. On 27 July the Public Ministry was reminded that the filing deadline had been extended to 30 July 2026. Failure to meet this deadline could trigger an intimation to Prosecutor General Yeni Berenice Reynoso, a further fifteen‑day extension, and ultimately the possible extinguishment of the criminal action with civil and personal liability for the responsible prosecutors.

Judge Deybi Timoteo Peguero is also set to review preventive detention measures for those held at Las Parras prison. Courts have already delivered dozens of convictions, sentenced defendants to up to 20 years, dissolved companies, seized assets and ordered a collective indemnity of RD$5 billion.
