Egypt higher education reforms 2026

Overview

In late July 2026, the Ministry of Higher Education and Scientific Research rolled out infographics detailing public university programmes and campus computer-lab locations to assist with the 2026–2027 electronic admission process. Shortly after, the ninth Edugate 2026 forum in Cairo gathered over 120 universities to discuss “Towards Future Universities,” with a focus on AI, biotechnology, and industry partnerships.

In early August, the ministry launched the “Leaders Makers – Leadership and Effective Communication Skills” programme for university assistant staff. Supervised by Dr Karim Hammam, the initiative includes training on digital competencies, ethical AI-driven teaching, and national security. Specific sessions featured Lt. Gen. Osama Al-Jamal on fourth- and fifth-generation warfare and Lt. Gen. Ali Abdel Wahab on cybersecurity measures, such as two-factor authentication and safe AI usage.

Expanding these digital reforms, Telecom Egypt and Ain Shams University signed a cooperation protocol in late August to pilot the ‘WE SmartED’ solution. This AI-powered platform, supported by Telecom Egypt’s ‘Digital SmartED’ infrastructure, aims to serve approximately 10,000 students and faculty. The system is designed to analyze student performance, identify academic gaps, and automate aspects of academic monitoring to increase faculty productivity. Telecom Egypt CEO Tamer El Mahdy noted the partnership reflects a strategic shift toward becoming an integrated provider of digital solutions.
