European security initiatives in Lebanon

The European Union and various European partners are developing initiatives to support Lebanese security in anticipation of the United Nations Interim Force in Lebanon (UNIFIL) mandate expiration.

Initial plans involve an EU mission to advise, train, and strengthen the Lebanese Armed Forces, specifically focusing on border and maritime security. EU foreign policy chief Kaja Kallas noted that over ten member states have expressed willingness to contribute resources, with a formal decision expected in October and potential deployment in late 2026 or early 2027. Kallas stated the EU does not intend to replace UNIFIL but aims to invest in the Lebanese state’s ability to maintain its own security.

Subsequent coordination has expanded to include France and Italy, who are working to develop a UN-backed international force to prevent a security vacuum in southern Lebanon. This coalition seeks to bolster Lebanese sovereignty and prevent regional escalation. While diplomatic discussions continue regarding potential challenges to mandate extensions in the Security Council, European officials are preparing missions to support the Lebanese Army in managing post-conflict stability and securing southern regions.

As of September 2026, Western diplomatic circles are actively discussing the formation of a European-led force, potentially headed by France or Italy, to maintain a presence in Southern Lebanon following the conclusion of the UNIFIL mission. This initiative seeks to establish a new framework for external presence and field monitoring outside the current United Nations structure. The proposed force is intended to stabilize the area and monitor security arrangements amidst ongoing tensions with Israel. However, the mission’s effectiveness remains a point of discussion, specifically whether it will function as a symbolic monitoring body or a force with broader field mandates and the ability to intervene during violations.
