Finnish public service funding challenges

Finnish municipalities and welfare areas continue to face significant financial pressure regarding the maintenance of essential services. The Finnish Nurses and Caregivers Union (SuPer) has warned that proposed government cuts to state subsidies could jeopardize statutory rights in primary schooling and early childhood education, noting a lack of impact assessments regarding the well-being of families and staff.

As budget negotiations progress, the government under Prime Minister Petteri Orpo has proposed further reductions in state subsidies for social and health organizations. A proposed additional 50 million euro reduction, following a previously decided 140 million euro cut, would represent a 30 percent decrease in subsidies compared to the current year. The NGO Nyyti ry has warned that these cuts could devastate the sector, as municipalities and wellbeing services counties have indicated they cannot fill the resulting gaps.

Recent developments indicate that social and health sector organizations face over 80 million euros in expected cuts to grants (STEA) next year. Surveys suggest that 80 percent of these organizations may be forced to cease certain activities, including 73 percent potentially cutting peer support or group activities and 69 percent reducing advisory and guidance services. Approximately 40 percent of organizations are considering the total cessation of their operations. Critics, including SDP’s Filatov, argue these cuts may increase long-term state costs by shifting the burden of preventative care for mental health and victims of violence onto public services. The sector includes over 9,000 organizations with a contribution to well-being valued at nearly 3.2 billion euros annually.

In the healthcare sector, the Finnish Medical Association is opposing proposed increases in patient fees, including a 20 percent rise in health center fees and new charges for specialized care.
