Forest protection violations in Soc Son, Hanoi

Authorities in Hanoi have confirmed extensive illegal construction and land leveling within the protected forest boundaries of Soc Son, specifically in Kim Anh Commune near Dong Do Lake. An initial inspection identified approximately 192.71 hectares of affected forest protection land, involving 810 plots with existing structures and 740 vacant or fenced plots.

Investigations revealed that several violations occurred after July 1, 2025. Notable examples include the SOLARA Dong Do complex, which contains a three-story brick house, a swimming pool, and a pickleball court. While some cases have been forcibly rectified, others remain unresolved or are subject to administrative lawsuits.

The Hanoi People’s Committee has attributed the failure to detect and handle these violations to the leadership of the Kim Anh Commune People’s Committee. Specifically, responsibility has been placed on the Chairman, the Vice Chairman in charge of economic affairs, and the Head of the Economic Department.

On September 4, 2026, enforcement actions escalated as the Kim Anh Commune People’s Committee mobilized over 70 personnel and heavy machinery to begin the forced demolition of illegal villas and homestays. This crackdown specifically targeted the SOLARA Dong Do complex; although the owner had attempted to self-demolish some structures to recover materials, authorities proceeded to clear the remaining violations to restore the land. These enforcement measures have significantly impacted local tourism, causing many businesses around Dong Do Lake to close or suspend operations.
