The Hanoi People’s Committee has attributed the failure to detect and handle these violations to the leadership of the Kim Anh Commune People’s Committee.

Enforcement actions escalated in September 2026, with officials resolving five out of six major reported violations. This included the compulsory demolition of structures managed by Nguyen Van Thang, Pham Thi Thanh Binh, and Nguyen Tri Dung, as well as two locations used by Ngo Manh Khuong. In the case of Nguyen Tri Dung, authorities also cleared a stream to restore natural flow for disaster prevention. The sixth case, involving Vu Thanh Huyen, remains under review by the Hanoi People's Court as an administrative case.

By October 2026, the situation transitioned into criminal proceedings. Hanoi Police initiated two criminal cases and prosecuted seven individuals related to the illegal construction of villas and homestays. Among those prosecuted is Nguyen Van Hoa, a former village leader in Minh Tan, who is being investigated for receiving bribes. The investigation continues to address long-standing violations where land was cleared for resort-style developments.
