Fujitsu expands sovereign AI and cloud initiatives in Japan

Overview

In late July 2026, Fujitsu Limited announced the development of the “Uvance for Finance AI Transformation Platform,” a dedicated AI environment for Japanese banks and other financial institutions. Development was set to begin on 1 August 2026 with a commercial rollout planned for March 2027. The platform integrates Fujitsu’s “Kozuchi Enterprise AI Factory” and a sector-specific large-language model called “Takane,” and is designed to address security, data-sovereignty and talent-shortage concerns by offering trusted tools for loan screening, document verification, compliance and customer service.

Two days later, Fujitsu highlighted the launch of the AI Data Sovereignty Co-Creation Organization’s “CODAS” secret-AI infrastructure, presented alongside senior Japanese officials and global AI firms. CODAS provides an on-premise, high-security environment that separates shared models from company-specific ones, reinforcing Japan’s push for domestically controlled AI.

Expanding its focus on data sovereignty, Fujitsu has begun implementing a new information system foundation for the National Federation of Agricultural Cooperative Mutual Insurance Federations (JA Kyosai-ren). This project utilizes the “Fujitsu Cloud Service powered by Oracle Alloy” and “Oracle Analytics Cloud” within domestic data centers to mitigate geopolitical and cybersecurity risks. The integration of AI-driven analytics is intended to assist staff in complex data analysis and decision-making.

On 26 August 2026, Fujitsu Technologies and NTT West announced the operational verification of an on-premises generative AI solution. Combining the domestic large language model “tsuzumi 2” with the “Private AI Platform on PRIMERGY,” the system allows organizations in sensitive sectors—such as government and manufacturing—to process data on local networks without external cloud reliance. NTT West is scheduled to provide this solution in September 2026.
