German defense technology and startup growth

Overview

Germany is experiencing a significant expansion in its defense technology and startup sectors, largely fueled by increased military spending and advancements in artificial intelligence.

In Munich, a new hub for defense technology is emerging. This growth is supported by a 2026 federal budget allocating approximately €82.7 billion to defense, which, when combined with a special modernization fund, brings total spending to roughly €108 billion. This represents a 24% year-on-year increase and marks the first time since 1990 that German military spending has exceeded 2% of its GDP. Companies such as Quantum Systems, Helsing, and Tytan Technologies are central to this regional development.

This momentum extends to the broader German startup ecosystem. By late September 2026, venture capital inflows reached approximately eight billion euros, surpassing the previous year’s total. This has resulted in a record 39 unicorns in Germany, with 53 percent of surveyed growth companies centering their products around AI. New unicorns joining established names like Trade Republic, N26, and Personio include Osapiens, Neura Robotics, and Stark Defense.

However, recent data highlights growing regional disparities within this growth. Of the 39 national unicorns, 30 are concentrated in Berlin or Munich. In Hamburg, the CDU faction has criticized the local government for failing to support startups during the scaling phase, noting that despite being the country’s third-largest hub, the city hosts only one unicorn, 1KOMMA5°, and produced none of the ten new unicorns recorded this year. In response to such imbalances, the state of Hessen has announced its ‘Hessen 2030’ strategy, aiming to increase annual startup foundations to 450 and annual financing volume to 500 million euros by 2030.
