Greek financial fraud and NGO misappropriation probes
Overview
Greek authorities are conducting multiple large-scale investigations into financial crimes, including tax evasion and money laundering. One major probe by the European Public Prosecutor’s Office, known as the Calypso operation, allegedly caused 700 million euros in damages through the misuse of VAT and customs duties. This network reportedly used the Port of Piraeus to facilitate the undervalued import of Chinese goods. By September 2025, authorities had seized 2,435 containers valued at approximately 250 million euros.
Another investigation, the “Choriatiko” network allegedly led by businessman Angelos Giannakopoulos, involves a system used to exploit state mechanisms to accumulate illicit profits. Financial traces indicate funds were moved through Bulgaria and Ireland to be reinvested in Greek real estate. Additionally, the Independent Authority for Public Revenue has identified schemes involving the false reporting of mobile phone sales as exports.
Regarding the NGO ‘Paidiki Chara’, investigators are examining the alleged embezzlement of charitable funds and the manipulation of local football matches. Authorities allege that out of approximately 3.94 million euros collected, only about 1.11 million euros were distributed, leaving an estimated illegal benefit of 2.83 million euros. Families of sick children have reported that the NGO allegedly used altered photos without consent and failed to provide expected funds. One family, whose daughter Maritina has brain cancer, is pursuing legal action after alleging the NGO attempted to block their private donation account by filing a bank complaint. The NGO’s founder, Konstantinos Firinidis, and former partner, Vasiliki Manisioti, have been placed in pretrial detention. During questioning, the founder reportedly attributed the mismanagement of funds to a gambling addiction.
