Guinea economic reform and industrialization efforts
Overview
Guinea is undergoing a period of structural economic reform aimed at transitioning from a rent-based economy toward one centered on production and industrialization. Under the presidency of General Mamadi Doumbouya, the government is pursuing a national refoundation through administrative reforms, increased public revenue mobilization, and the establishment of the Court for the Repression of Economic and Financial Offenses (CRIEF) to combat impunity.
Infrastructure modernization remains a central pillar of these efforts. President Doumbouya recently ratified a €300 million loan agreement with a consortium including the Bank of Africa United Kingdom, the Arab Bank for Economic Development in Africa (BADEA), and the Bank of Africa. This funding is designated for major road network improvements, including the paving of 148.86 km of the Labé–Tougué national road, upgrades to National Roads 27 and 28, and work on National Road 3, which includes the construction of a 200-meter bridge over the Bafing River.
To further industrialize domestic sectors, the President issued a decree creating the Société nationale du tabac (SNT). This state-owned company, with a capital of 100 billion Guinean francs and a 99-year term, is tasked with managing the entire tobacco value chain. The SNT will oversee production, industrial transformation, and the regulation of imports and exports, while collaborating with customs and commerce ministries to improve traceability and combat smuggling.
Other recent government actions include institutional reforms at the Guinean Advertising Office (OGP) and environmental measures to combat plastic pollution.
