Overview

In early July, Greenpeace reported that only about one‑third of Spain’s provincial capitals have dedicated climate shelters, noting gaps in regions like Asturias and Galicia. Simultaneously, Mexico’s Chiapas legislators proposed amending state climate‑adaptation laws to build free shelters in rural communities.

As Spain expanded its national Red de Refugios Climáticos, new sites opened in Vigo and Malaga. While these facilities are free and accessible to those with reduced mobility, they are limited by office-hour operations, security requirements, and a lack of drinking‑water dispensers. In Alicante, 47 civic groups issued an open letter demanding urgent shelter expansion and better early‑warning systems, citing a 27% increase in heat-related deaths in the province compared to the previous year. The groups have framed the situation as a ‘public-health emergency’ and have urged the municipal government to adopt a comprehensive climate-adaptation plan, referencing Spain’s Climate Change and Ecological Transition Law 6/2022.

Recent implementations show diverse approaches to heat protection. In Torrejón de Ardoz, a network of five senior centers provides air-conditioned spaces for approximately 3,000 weekly users, incorporating ‘active refuge’ initiatives such as mobility exercises and healthy menus. In Granada, the Centro José Guerrero has launched the ‘Sala de estar del Guerrero’, a cultural climate shelter that integrates air-conditioning with books and games to provide a free space for rest and hydration in the city center.

Municipalities are also investing in infrastructure to improve thermal comfort. In Loja, the City Council is investing approximately 50,000 euros to replace carpentry and windows at the El Olivo 81 Occupational Center, with plans for new air conditioning. In Almuñécar, 70,000 euros has been approved to reinforce the refrigeration system at the Municipal Market to combat high indoor temperatures.
