Uttarakhand pilgrimage safety and disaster readiness

Overview

In early June 2026, Uttarakhand’s security and disaster agencies conducted a series of mock drills, including flood and cloudburst simulations at Tapowan, a coordinated hostage-rescue exercise in Rishikesh for the Char Dham pilgrims, and a landslide drill in Mussoorie. Parallel actions saw the arrest of a pilgrim-fraudster, traffic-control drives on pilgrimage routes, and a probe into a communal clash in Karnaprayag, reflecting a broad focus on security and emergency response. On 12 July, District Magistrate Swati S. Bhaduria convened a video-conference to review district-level disaster readiness after rain and weather warnings. Officials assessed road, electricity, water, health, communication, relief and rescue arrangements, and the status of Char Dham routes. They were instructed to keep unsafe motorways closed, deploy machinery on vulnerable roads, dispatch water tankers, ensure medical staff at all centres, relocate families from damaged homes to shelters, and inspect drainage in key areas. The magistrate stressed that every minute counts in an emergency and that negligence would not be tolerated. A week later, on 18 July, Chief Minister Pushkar Singh Dhami placed the state on a 24-hour monsoon alert. He directed the chief secretary and disaster-management secretary to monitor heavy rainfall, keep relief and rescue teams on standby, and expedite restoration of roads, electricity, water and communications. District officials were ordered to conduct regular field inspections, pre-position JCBs and other equipment at landslide-prone spots, and use GPS-based communication tools. On 10 August, Chief Minister Dhami held a virtual meeting with all 13 District Magistrates to review ongoing monsoon preparedness and the progress of state development projects. During this session, he reviewed the Jal Jeevan Mission, noting that 15,540 out of 16,555 planned water schemes have been completed, providing tap water to approximately 14.20 lakh rural families.
