India-Japan strategic and economic cooperation

Overview

India and Japan have expanded their strategic partnership through significant defense and economic cooperation. On the security front, Defense Ministers signed a Memorandum of Arrangement on Maritime Security Cooperation to enhance collaboration between the Indian Navy and the Japan Maritime Self-Defense Force, specifically regarding maritime domain awareness and humanitarian assistance.

Economically, the relationship has seen a focus on industrial and agricultural development in the Indian state of Uttar Pradesh. During the UP-Japan Investment Meet 2026, Japanese firms initiated projects totaling approximately ₹3,191 crore in the Yamuna Expressway Industrial Development Authority region. To support these interests, the Uttar Pradesh government announced plans for a 500-acre ‘Japanese City’. Further discussions have explored creating a global food processing hub by integrating Japanese technology with local agricultural resources.

Recent diplomatic engagement in Lucknow has expanded this cooperation into the healthcare and care economy sectors. Building on previous discussions regarding medical education and robotics, officials are now exploring the development of a medical technology hub covering approximately 400 acres. This initiative follows an agreement between the Yamuna Expressway Industrial Development Authority (YEIDA) and Medical Excellence Japan (MEJ) to advance research, development, and technology transfer.

To address Japan’s demand for healthcare professionals, officials suggested training Uttar Pradesh’s youth in Japanese language and work culture, leveraging the state’s expanded medical education capacity, which has grown from 47 to over 83 medical colleges. Additionally, Uttar Pradesh and Japan’s Yamanashi Prefecture signed a Memorandum of Understanding to strengthen legislative, educational, agricultural, and tourism ties, supported by a ‘Yamanashi Desk’ and a ₹600-crore fund for Yamanashi-based MSMEs.
