Since June 2026 Indonesia’s Minister of Housing and Settlement, Maruarar Sirait, has been steering a series of measures aimed at meeting the presidential “3 million houses” target. After announcing a 30‑hectare land donation by Lippo Cikarang for the Meikarta project and outlining its construction timetable, Sirait turned to developer conduct, warning that firms that breach regulations or erode consumer confidence will face sanctions. He reiterated incentives such as tax exemptions, free house certificates and streamlined financing, and urged developers—particularly in East Java—to work with the subsidised Liquidity Facility for Housing Financing (FLPP), which offers a fixed 5 % interest rate, up to 40‑year repayment terms and down‑payments as low as 1 % of the property price.

In late July Sirait disclosed a draft ministerial regulation for the “Program Bedah Rumah”, allowing village or district authorities to certify land ownership instead of formal titles, and said the draft was under review with the Audit Board and the Ministry of Law. The same week the Special Committee of the West Java Regional House of Representatives consulted the Ministry of Environment and Forestry and the Ministry of Forestry to align a regional environmental draft with national policy, clarifying technical terms and preventing regulatory overlap.

On 31 July Land Minister Nusron Wahid emphasized a service‑focused overhaul of the National Land Agency’s human resources and stressed that clear legal certainty over land titles is essential for accelerating the 3 million‑house programme, linking secure titles to faster construction and greater buyer confidence.
