Iran economic liquidity and debt crisis

Overview

Iran is experiencing significant financial and liquidity pressures across key economic sectors. In the energy sector, the Bank of Industry and Mine has frozen the accounts of the National Iranian Oil Company (NIOC) due to nearly $17 billion in mounting debts. Mehdi Ghazanfari, head of the National Development Fund, noted that sanctions and bureaucratic obstacles have hindered repayment efforts through the Azadegan oilfield. Simultaneously, the pharmaceutical industry is facing a critical impasse. Mohammad Abdozadeh, head of the Syndicate of Iranian Human Medicine Manufacturers, reported that liquidity shortages, difficulties securing foreign currency, and raw material transport disruptions have led to medicine shortages and price increases. The sector is struggling with massive unpaid claims, including 74 trillion tomans owed by the government, leaving pharmacies unable to clear checks or make new purchases. Yadollah Sohrabi, a member of the Iranian Pharmacists Association and the Medical Council of Iran, has further highlighted these systemic difficulties. While noting that Iran has achieved a degree of self-sufficiency in drug production despite inflation and international sanctions, Sohrabi warned of ongoing challenges regarding drug supply, distribution, and delays in insurance payments to pharmacies and service providers. The crisis in the pharmaceutical supply chain has intensified. Shahram Kalantari Khandani, head of the Iranian Pharmaceutical Association, reported that pharmacies are now owed approximately 77 trillion tomans by insurance organizations. He noted that 8 trillion tomans in checks from pharmacy institutions have bounced, signaling a high risk of bankruptcy for many small businesses. In Tehran province alone, many of the 4,300 operating pharmacies are on the verge of closure. Dr. Behman Saboor highlighted that delays in insurance reimbursements prevent pharmacies from purchasing new stock, creating a breakdown in the supply chain.
