Italian economic pressures and energy transition debates

Economic developments in Italy continue to highlight growing pressures on local businesses and household budgets. Confcommercio has maintained its advocacy for supporting neighborhood shops, proposing measures such as a flat-rate tax for commercial leases to prevent urban desertification.

Projections indicate that by 2026, mandatory household expenditures—including housing, energy, healthcare, insurance, and fuel—will consume 41.7% of total Italian household consumption, up from 37% in 1995. Per capita, these non-discretionary costs are estimated to reach 9,693 euros, with housing remaining the largest single expense at 5,335 euros per person. While technological efficiency has led to real-term reductions in some energy costs, the prices for energy, gas, and fuel have surged by 211.1% over the last thirty years.

Additional financial pressures are emerging in education; for the 2026 academic year, the average cost for school supplies is estimated at 673.60 euros per student, with total costs for high school students reaching approximately 1,478.75 euros when including textbooks. In response, consumers are increasingly utilizing large-scale retail and refurbished technology to mitigate rising expenses.

In the energy sector, environmental group Forum H2O has raised alarms regarding the climate crisis in Abruzzo. The association criticizes local support for fossil fuel projects, such as methane extraction in Bomba, the Sulmona compression plant, and the Snam Adriatic pipeline, arguing these developments threaten to lock the energy system into fossil fuels and exacerbate extreme weather events.
