Japanese municipal recovery and development budgeting

Municipalities across various Japanese prefectures are proposing supplementary budgets to address local recovery and development needs. In the Kansai region, towns such as Eiheiji in Fukui Prefecture have approved funds to repair damages from heavy rains, while other areas like Moriyama City in Shiga Prefecture are allocating resources toward childcare support facilities.

In Tochigi Prefecture, Ashikaga City has submitted a more substantial proposal of approximately 1.88 billion yen to the city council. This budget specifically targets damage caused by heavy rainfall in July, with the majority of funds dedicated to repairing roads, rivers, agricultural facilities, and farmland. The proposal also includes subsidies for household repairs, disaster waste disposal, and sympathy payments for victims.

Expanding on these regional efforts, Osaka City has announced a supplementary budget proposal of approximately 3.27 billion yen. A significant portion of these funds is earmarked for the Suminoe Pumping Station, which was submerged during heavy rains in June. The total cost for the emergency restoration of the station, including future debt obligations, is expected to reach approximately 6.4 billion yen. The city intends to complete pump inspections and part replacements before the next flood season.

Osaka is also revising its reconstruction plan for the Shibajima Water Purification Plant. Due to rising material costs, the city is shifting from a plan to centralize functions at a new facility toward a strategy of seismic retrofitting and utilizing existing infrastructure to manage expenses. Additionally, the city will conduct a soil contamination survey on municipal land in Konohana Ward, an area slated for potential lease within the planned expansion zone for Universal Studios Japan.
