Overview

President William Ruto’s late‑July reshuffle continued to expand Kenya’s public‑service workforce and reshape state institutions. Building on earlier nominations, Ruto sent former teachers’ union leader Wilson Sossion and Antonina Lentoijoni to the Teachers Service Commission, while also nominating Flora Mutua to the Public Service Commission, Duncan Ojwang Oburu to the Independent Policing Oversight Authority and redeploying Charles Owino as Government Spokesperson.

On 29 July the Public Service Commission opened 3,000 internship slots for the PSIP Cohort 9 (2026/27), aiming to address Kenya’s 67 % youth unemployment and improve graduate‑to‑job transitions. Ruto called for full digitalisation of the commission’s processes.

Parallel to workforce reforms, Ruto unveiled the “Beyond Vision 2030” framework, acknowledging shortfalls in the original Vision 2030 plan. He scheduled a National Conversation for 12 August 2026, inviting leaders from government, business, civil society and academia. The launch, marked by a meeting with former West Pokot Senator Samuel Poghisio, drew support from Interior Cabinet Secretary Kipchumba Murkomen and criticism from former Interior Secretary Fred Matiang‘i over security and institutional concerns.

Further gazetted appointments on 7 August placed new chairs at the Kenya Agricultural and Livestock Research Organisation, Wildlife Conservation Trust Fund, Nairobi Metropolitan Area Transport Authority, Kenya Trade Remedies Agency, and several university councils, reinforcing Ruto’s broad effort to restructure state agencies ahead of the 2027 general election.
