Kosovo dairy industry regulatory and safety issues
Overview
Regulatory scrutiny of the dairy sector in Kosovo has intensified following food safety violations and industry-wide calls for stricter enforcement of ingredient bans.
In late August, the Food and Veterinary Agency (AUV) blocked two shipments of UHT milk at the Bllacë border crossing after testing revealed aflatoxin levels exceeding legal limits. The 27,520 kilograms of milk were destroyed under veterinary supervision.
By early September, the Kosovo Dairy Association escalated demands for the full enforcement of bans on products containing palm oil and powdered milk. While noting improvements in supermarkets, the Association reported these ingredients still circulate through bakeries, restaurants, and direct sales. They have called for the revocation of licenses for non-compliant operators and a comprehensive investigation into the trade of these substances over the last 15 years, asserting that “State decisions are not an option — they must be implemented!”
On September 15, the AUV ordered a market recall of ‘SELECT MILK GR’, a dairy cow concentrate produced by DE HEUS D. O. O. in Serbia and imported by N. P. T. ‘Haxhijaha’ SH. P. K. from Rahovec, after laboratory tests confirmed Aflatoxin B1 levels exceeded maximum permitted limits. Specific affected batches include LOTs 0385010426007 and 0385020426001. Authorities have ordered the isolation of remaining bags and the tracing of distribution to farms and operators.
In response, Minister of Agriculture, Forestry and Rural Development Armend Muja implemented a 30-day temporary preventive ban on the import of corn-based concentrates and mixtures for dairy cows and calves originating from or produced in Serbia. During this period, the AUV will conduct a documented risk assessment and has intensified inspections for AFB1 in corn and corn-based animal feed.
