Lebanon-Syria border and infrastructure developments
Overview
Lebanon and Syria are engaged in various cross-border developments involving infrastructure and security. Technical delegations from both nations have conducted field inspections to advance a project to reconnect railway lines, aiming to link the Port of Tripoli to the Syrian network via the Akari station and Homs.
Simultaneously, reports indicate that human smuggling networks have resumed activity along the Syrian-Lebanese border, particularly in the Akkar region. A Lebanese military source described these operations as “limited but continuous,” noting that the complex terrain makes full control difficult. While many crossings involve individuals seeking work, officials have raised security concerns regarding the potential transit of wanted individuals or militant groups.
Recent security incidents highlight the volatility of the approximately 375-kilometer mountainous border. In the Jurd al-Maara region of Rif Dimashq, Syrian border guard units engaged in a clash with smugglers who opened fire on a patrol. In a separate incident near Arsal, the Lebanese Army intercepted two trucks loaded with vegetables attempting to cross illegally from Syria.
Efforts to combat narcotics trafficking have intensified significantly. In mid-October, the Syrian Drug Enforcement Department dismantled an international trafficking network operating between Lebanon and the Damascus countryside, seizing 91,000 Captagon pills and arresting three key members. This followed a seizure of 87,000 pills on October 15. Broader operations by the Interior Ministry’s Anti-Narcotics Department in early October resulted in the seizure of approximately 2.2 million Captagon pills, including 395,000 pills at the Jdeidet Yabous border crossing. While the UN Office on Drugs and Crime reports that authorities have dismantled numerous industrial-level laboratories since December 2024, manufacturing concerns persist.
