Malaysia presents 2027 Budget with increased cash aid

Overview

As Prime Minister and Finance Minister Anwar Ibrahim presents the 2027 Budget on October 9, the government has moved to address cost-of-living concerns through significant cash assistance increases. The allocation for Sumbangan Tunai Rahmah (STR) and Sumbangan Asas Rahmah (SARA) will rise to RM16 billion, up from RM15 billion.

Under the new budget, approximately nine million STR recipients will receive SARA payments of up to RM150 per month, totaling a maximum of RM1,800 annually. Furthermore, up to 13 million citizens—including those in the M40 middle-income group who are not STR recipients—will receive SARA MADANI payments of RM100 twice next year, timed around Aidilfitri and the nation’s 70th independence anniversary. The government is also expanding SARA usage for fresh produce at FAMA-managed markets, aiming to increase small retailer participation to 10,000 premises by the end of 2027.

Prior to the announcement, debates centered on the RM1,700 minimum wage and potential personal income tax reductions for those earning between RM50,000 and RM70,000. Additionally, Health Minister Datuk Seri Dr Dzulkefly Ahmad indicated that the budget would address the contract medical officer system, with a goal to offer permanent positions to all medical officers upon completion of housemanship by 2028.

The budget serves as a “potential political test” for the Pakatan Harapan coalition ahead of the 2027 national elections, balancing fiscal stability with the need to support the semiconductor, renewable energy, and digital economy sectors.
