Mato Grosso public security and prison system reinforcement
Overview
The state of Mato Grosso is implementing measures to strengthen public security and its correctional infrastructure.
In mid-October 2026, the Mato Grosso Military Police, through the Tactical Mobile Ostensive Patrol Battalion (Rotam), completed a 48-day specialization course in civil disturbance control. The training, which included officers from the Federal Highway Police and Rondônia security forces, focused on managing prison rebellions, social demonstrations, and large-scale events. State Secretary of Public Security, Colonel Susane Tamanho, stated the training supports the “Tolerância Zero às Facções Criminosas” program.
Concurrently, the State Secretariat of Justice (Sejus) has deployed 175 new staff members to various prison units across the state, including Cuiabá, Rondonópolis, and Sinop. This cohort consists of 152 penal police officers, 17 psychologists, and six social workers, aimed at improving the management of security, custody, and inmate rehabilitation. State Secretary of Justice Valter Furtado noted that this reinforcement is intended to meet the growing demands of the penitentiary system.
In late October 2026, Sejus launched ‘Operation Muralha’, a coordinated effort involving simultaneous searches and seizures across all 42 prison units in the state. The operation aims to locate and seize prohibited items, such as mobile phones and narcotics, while preventing the transfer of contraband between facilities. Specialized units, including K9 and Rapid Intervention groups, are providing support to strengthen inspection capacities.
During a public hearing on October 18, 2026, Secretary Furtado reported that electronic monitoring reached 89.55% of its annual goal in the first half of 2026. Additionally, the Public Ministry of Mato Grosso (MPMT) has begun constructing its 2027-2028 General Action Plan and is enhancing cooperation with Politec-MT to improve investigations into deaths resulting from security force interventions.
