Mexico biometric CURP and digital identity integration
Overview
Mexico is transitioning toward a digital identity system centered on the biometric Clave Única de Registro de Población (CURP). While the implementation of biometric data, such as fingerprints and photographs, began as a voluntary and gradual process in July 2025, its practical necessity is increasing due to proposed legislative and regulatory changes.
Under the proposed Digital Economy Law, the biometric CURP could become a de facto requirement for accessing essential digital services. Financial institutions may soon be permitted to use the Digital CURP or Citizen Digital File to validate identities remotely, allowing for the opening of savings accounts, credit lines, and insurance policies without physical branch visits.
Furthering this integration, the Comisión Reguladora de Telecomunicaciones (CRT) has implemented a mandatory registration process that links mobile phone lines to the CURP to reduce anonymity and combat crimes like fraud and extortion. This process follows a staggered national calendar based on the final digit of a user's phone number.
As of October 2026, users with prepaid lines ending in 3 have already faced temporary service suspensions following a September 30 deadline. According to the CRT, more than 91.8 million mobile lines—representing 76.5 percent of the expected total—have completed the mandatory linking process. This figure includes a cleanup of approximately 25 million lines deemed out of use, such as unactivated SIM cards or single-use chips.
For lines ending in 4, the deadline is October 15, 2026. Subsequent deadlines for digits 5 through 9 continue through December 31. While suspended lines can be reactivated via digital platforms or customer service centers, essential services—including 911, citizen assistance numbers (079, 088, 089), and seismic alerts—remain active during the suspension period. Postpaid lines already associated with a user at the time of contract do not require re-registration.
