Overview

The Mexican government continues to implement broad housing and credit restructuring initiatives. Through FOVISSSTE, the government has addressed problematic housing credits for 326,000 beneficiaries using debt forgiveness, liquidations, and financial support. ISSSTE Director General Martí Batres Guadarrama previously noted that an initial diagnosis found 400,000 of 800,000 active credits faced administrative issues or unpayable balances, with 74,000 individuals still awaiting assistance. FOVISSSTE also plans to resume direct housing construction with a goal of 200,000 residential properties.

Recent updates from the Secretariat of Agrarian, Territorial and Urban Development (Sedatu) indicate that 667,000 homes have been contracted over the last two years, and more than 4.5 million Infonavit credits have been restructured. The government aims for a total housing investment of 1 trillion pesos, with 75.9 billion pesos currently committed across 766 projects. The ‘Vivienda para el Bienestar’ (Housing for Well-being) program has benefited 321,210 families, moving toward a 400,000 target.

Regional developments include the delivery of 288 homes in Puerto Maya, Quintana Roo, and a 2,000-home project in Morelia, Michoacán. However, high demand has led to supply shortages in some areas: in Piedras Negras, Coahuila, only 96 applicants were selected from a pool of 600, while in Poza Rica, Veracruz, 2,600 credits will be distributed via lottery due to high interest. FOVISSSTE is also expanding credit access through the ‘Fovissste Mujeres’ program and plans to offer fixed-rate peso loans starting in 2027.
