Overview

Migration authorities in the Dominican Republic and Mexico have intensified enforcement operations targeting undocumented individuals. In the Dominican Republic, the Dirección General de Migración (DGM) has reported various incidents, including the arrest of nationals for transporting Haitian citizens and the detention of a Haitian man for possessing a homemade firearm. In Mexico, the Instituto Nacional de Migración (INM) detained Cuban nationals at a highway checkpoint for lacking legal documentation.

Dominican authorities recently repatriated approximately 50 Haitian nationals—comprising 47 men and four women—from a processing center in Haina to the border town of Pedernales. During this process, five individuals, identified as Wilkin Pierre, Wilga Enord, Elitone ST Denord, Calite Jean, and Shile Chardles, were handed over to Haitian police in Anse-à-Pitres. They are suspected of managing a WhatsApp group titled ‘Gruope Haití’, which reportedly contained between 659 and 696 members and was used to monitor and alert Haitian nationals regarding the movements of Dominican migration units.

Further enforcement operations have expanded to include raids on commercial establishments. In La Romana, the DGM raided approximately 25 businesses, including fast-food outlets and Chinese-owned establishments, resulting in the detention of 41 Haitian nationals. These individuals were moved to the Benerito Migration Processing Center to investigate potential links to labor exploitation and human trafficking. Additionally, in Montecristi, the Dominican Army intercepted a vehicle in the El Callar sector, detaining four Haitian nationals and two women suspected of being part of a human trafficking structure in the Northwest Line.
